Underneath every Ruby on Rails application, whether in a virtual or physical server, is an Operating System that implements all of the basic services needed for your program. Ruby on Rails is capable of being run on all major Operating Systems, but each carries with it different strategies for making the most efficient use of resources, doing common system administrative tasks, and keeping the system running.
